Symptoms


ACTUAL BEHAVIOR
---------------
DFF for phone number was created. If the user creates the expense report for himself, the phone number is comes correctly.
If the user creates expense report for another employee (as delegate), the phone number is not the employee's, it's the delegates.

EXPECTED BEHAVIOR
-----------------------
When delegate creates expense item for another user, phone number defaulted should be the employees.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create DFF
2. create expense item as delegate
3. phone number

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, phone number is not defaulting correctly.
