Symptoms
When attempting to loading data for a external Forecast by Quarterly Bucket, the load entity job id failing with the following error.
ERROR

The value provided for the attribute TIM_LVL_NAME is invalid.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. For external Forecast measure load the data by by Quarterly Buckets
2. Run the Collections
3. Load entity ends in error

The issue has the following business impact:
Due to this issue, users cannot not load the data to a measure
