Symptoms
After updating to 19D, Users are not able to download the PO Attachments from the FYI Notifications that a PO has been approved.
It is expected that users should be able to to download the PO attachments
Steps to Reproduce:
1. Create PO.
2. Approve PO.
3. Buyer receives the FYI Approval Notification that the PO has been Approved.
4. Buyer is not able to download the attachments.
