ACTUAL BEHAVIOR

When user is running ESS process "Export Shared Information Data for China: Enterprise", Department related parameter's LOVs have no values in them
EXPECTED BEHAVIOR
-----------------------
While submitting the Ess process "Export Shared Information Data for China: Enterprise", Department related parameter's LOV should have values for selecting
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Scheduled Processes, search for the Ess process "Export Shared Information Data for China: Enterprise"
2. Select Data Access Set and click on Department Tree, check for LOV values no values found
