FBDI Template for Loading Maintenance Asset R19C does not convert Arabic Characters correctly

When uploading the Maintenance Assets data, the Asset Description shows ????? (Question Marks).

There is an issue for conversion of XLSM to CSV, where the value of the asset description (Arabic in XLSM) is not properly converted into Arabic (in CSV).

EXPECTED BEHAVIOR / ERROR

When uploading the Maintenance Assets data, the Asset Description should show Arabic Characters rather than question marks. Error generated: ORA-01400: cannot insert NULL into (???)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Load assets information into CSV File
2. Run Asset import program
3. Job generates an error
