ACTUAL BEHAVIOR
---------------
Shipment History Extract file loaded with 5933 distinct items but statistical forecast generated for 2700 items only.

EXPECTED BEHAVIOR
-----------------------
Forecast should be generated for all items

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Shipment History data. (Verify Shipment History is available)
2. Run Plan
3. See there is no Forecast for few items
