When User Is Clicking Create Receipt System Is Adding Lines To Existing Receipt (Doc ID 2643401.1)

Goal

While receiving expected shipment, user is selecting lines and trying to create a new receipt. But system is adding the lines to existing receipt in the PO.
Can you please help us understand why is this behavior?
