ACTUAL BEHAVIOR

"Carry Forward Purchase Order Budgetary Control Balances" job ran with "PO Charge Account Filter" parameter to exclude 6 account codes but POs with excluded accounts were all carried forward by the job
EXPECTED BEHAVIOR

"Carry Forward Purchase Order Budgetary Control Balances" job ran with "PO Charge Account Filter" parameter to exclude 6 account codes then POs with excluded accounts should not be considered for carried forward.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Fusion Application
2. Budgetary Control > Task : Carry Forward Purchase Order Budgetary Control Balances
3. Enter "PO Charge Account Filter" parameter value with "Does not equal" operator to exclude the accounts
4. Verify the job output
