Symptoms

When attempting to Using the webservice to Attach Attachments for Purchase Requisitions
the following error occurs.

ERROR

JBO-User do not have access to upload attachment for Entity:POR_REQUISITION_HEADERS: User do not have access to upload attachment for Entity:POR_REQUISITION_HEADERS.oracle.apps.fnd.applcore.messages.FndMessagesUtil$FndMapResourceBundle


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. use webservices-https://XXXX/fscmService/ErpObjectAttachmentService
2. Process message
3. Review error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot use webservices to attach attachments to PR
