Symptoms

ACTUAL BEHAVIOR
---------------
Movement Request Pick Slip report wasn't picking all the items and allocating only available on hand though 'Allow Negative Balances' check box enabled at inventory org parameter level. It was creating open picks for available quantity only.

EXPECTED BEHAVIOR
-----------------------
Movement Request Pick Slip report should create open picks for the requested quantity as 'Allow Negative Balances' check box at inventory org parameter level.

STEPS
-----------------------
1. 'Allow Negative Balances' check box at inventory org parameter level.
2. Create movement request with more than available quantity
3. Create pick automatically via create pick UI.
4. Run print movement pick slip report.
5. Open picks created for available on hand.
