STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Use FBDI sheet to load Budgets
2. Provide control budget name and balances for all budget accounts
3. Click on Import Budget Amounts , shows above error

The issue has the following business impact:
Due to this issue, users cannot upload Budget .
