Goal

 Award Negotiation

In Award Summary > Award Section > Suppliers Tab,  the button Create Contract is only available if first you create a master contract via Edit Negotiation > Contract Terms.
Is there a way to bypass the creation of a contract in Edit Negotiation > Negotiation Terms and still be able to have a contract created in Award Summary > Award Section > Suppliers Tab?
