Goal
After a supplier acknowledges participation to a negotiation, no notification is sent to the buyer.
As part of Acknowledge Participation notification we need to send a notification to buyer when supplier accepts/declines the negotiation invitation.
STEPS TO REPRODUCE
==================
1. Login with supplier user in Supplier Portal
2. supplier has an invitation and press Acknowledge Participation-> Choose:
will Participate: No with a message to buyer: Note to Buyer
3. Click OK
4. Buyer should receive a notification that user don't participate to this
negotiation (decline the invitation).
