Symptoms

On : 11.13.21.04.0 version, Billing

ACTUAL BEHAVIOR
---------------
 Credit Memo not generate for a imported subscirption

EXPECTED BEHAVIOR
-----------------------
 Credit Memo should be generate for a Closed Subscription

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Open any Active Subscription
2. Go to Actions--> Close  with prorate credit or without credit(At subscription or Product Level)
3. Go to 'Billing Summary' for any product line
4. Do not see any Credit Line generated
5. Ran the seeded programs, no credit memo generated
