Contract Creation is failing with invalid Bill To Contact Name

We are facing an issue where the Project Contract Bill Plan creation is failing under Contract Management in Oracle Cloud. We are using the Import Management Utility for loading Project Contracts.
Error message is - "The value of the attribute BillToContactName isn't valid"
