Access Denied Error in Exporting 'Manage Facilities Shift' (Doc ID 2830631.1)

Symptoms

Setup a custom role inheriting "Functional Setups User" role to perform Facility Shifts setup.
Business does not want to use "Application Implementation Consultant" as that gives access to all setups.

Following error is thrown in exporting Facility Shifts using custom role:

Business object: Shift Detail. Status: Completed with errors. Status details: access denied ("oracle.wsm.security.WSFunctionPermission" "http://xmlns.oracle.com/apps/crmCommon/schedules/shiftService/ShiftService#exportDataAsync" "invoke")
