Symptoms
On : 11.13.22.04.0 version, Import
Import Management job is completed with rowlock exceptions.
ERROR

User is importing records into custom object using import management and during the import user is noticing errors due to below reason "An error occurred during the data import. Details: This error occurred while importing data: oracle.apps.crmCommon.core.standardImport.util.ExceptionHandler$RowlockException: RowlockExceptionoracle.apps.crmCommon.core.standardImport.util.ExceptionHandler$RowlockException: RowlockException."
STEPS

The issue can be reproduced at will with the following steps:
Import management -> importing records into custom object using import management and during the import user is noticing errors due to below reason "An error occurred during the data import. Details: This error occurred while importing data: oracle.apps.crmCommon.core.standardImport.util.ExceptionHandler$RowlockException: RowlockExceptionoracle.apps.crmCommon.core.standardImport.util.ExceptionHandler$RowlockException: RowlockException."
