On : 11.13.23.07.0 version, Setup

ACTUAL BEHAVIOR

While creating subscription, adding the customer a wrong bill to site is populating.

EXPECTED BEHAVIOR
-----------------------

It should be populating the bill to site which is marked as primary

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create subscription -> Add customer

2. Wrong bill to site is populating instead of the primary one.
