Symptoms
After Receiving or Partially Receiving a Purchase Order (PO), the Funds Status is Reserved, but it should be Liquidated. The backing Requisition correctly shows the Funds Status as Liquidated.
STEPS

The issue can be reproduced at will with the following steps:
1. Create PO
2. Receive PO (fully or partially)
3. Funds on PO show Reserved but should be Liquidated
