Fusion:SCP: Plan Doesn't Peg All Qty Against Reservation of Manual Wo Demand Although There Is Enough Onhand Quantity (Doc ID 3000395.1)

Symptoms

Actual Behavior
Reservations that exist for the Work order component, is not properly pegged in the plan.

Reservations for component problematic component item A have been created for two work orders as follows:

Work Order Subinventory Reserve Qty
WO1 AA 3
WO2 AA 26
WO1 BB 3
WO2 BB 4

In the Plan results, only Qty 7 out of the 29 on-hand quantity (for subinventory AA) has been pegged, and the remaining Qty 22 is not pegged anywhere.
Although there is sufficient on-hand quantity, the pegged Qty on the UI alone does not satisfy the demand Qty of the work order.
Also, Planned orders has been generated for 3 Sales orders of Qty 1, even though there are unpegged on-hand inventory 22 in the plan results.

Expected Behavior
Should be able to see the correct reservations in the plan output

Steps to Reproduce

  1. Create Reservations with On-hand Supply for Work Order Demand
  2. Run plan
