Restarting sshd Service Fails With Error "Bind to port 22 on 0.0.0.0 failed: Address already in use" (Doc ID 2244307.1)

Symptoms

On Oracle Linux 7 starting sshd service reports following message, but the sshd access would be accessible.

 systemd: sshd.service failed.
 systemd: sshd.service holdoff time over, scheduling restart.
 sshd[12162]: error: Bind to port 22 on 0.0.0.0 failed: Address already in use.
 sshd[12162]: error: Bind to port 22 on :: failed: Address already in use.
 systemd: PID file /var/run/sshd.pid not readable (yet?) after start.
 sshd[12162]: fatal: Cannot bind any address.
 systemd: sshd.service start operation timed out. Terminating.
 systemd: Unit sshd.service entered failed state.
 systemd: sshd.service failed.
