[PCA 2.x] Reprovision Compute Node Fails at initializing_stage_configure_vhbas due to Missing I/O Profile (Doc ID 2257183.1)

Symptoms

In some cases, one compute node should be re-provisioned.

For example, bond1 in PCA environment is used for default IPoIB. If this network from one computer node was deleted by mistake, it is impossible to recover from Oracle VM Manager, then we have to re-provision this compute node.

However, during re- provisioning, the compute node is marked DEAD at initializing_stage_configure_vhbas due to the missing I/O profile.

This can be verified in /var/log/ovca.log on the active management node:

After this the compute node is marked dead, from PCA dashboard(https://xxx.xxx.xxx.xxx:7002/dashboard) we can see the process 0% and state is dead.
