Symptoms
If there is no running servers in the pool, when trying to power on a Oracle VM Server(Dom0) from Oracle VM Manager, it would fail and an error message below is displayed:

Message: OVMAPI_4005E No server found to perform operation on: startingserver. Reasons: anotherserver: - Server: anotherserver is not running startingserver: - Server: startingserver is not running - Server: startingserver, cannot be used to start, stop, or kill itself.
