VM Failed to Generate kdump Automatically (Doc ID 2281392.1)

Symptoms

When a Oracle Linux 6 VM with kernel 2.6.39-400.109.6.el6uek or below experiences panic on OOM, vmcore does not get generated automatically though we have on_crash = 'coredump-restart' in the vm.cfg file of the VM and an entry vm.panic_on_oom=1 in /etc/sysctl.conf file
