Symptoms

 On Oracle Private Cloud Appliance, release 2.3.2.

 The vCPUs which should be pinned for the dom0 of the compute nodes appear to be shared with other virtualization guests, the domU or actual Virtual Machines running on the Compute Node.

Changes

 Upgrade to PCA 2.3.2
