Symptoms

On Oracle VM and Oracle Private Cloud Appliance, when attempting to kill or stop a Virtual Machine in the Stopping state, the job fails with the following kind of error :

vm1 is locked. job info: time:1516788912433 name:1516788912433 description:Stop Virtual Machine vm1

There are no such jobs listed to stop the VM in the bottom pane of the VM Manager.
