[PCA 2.x] Provision Compute Node Fails at initializing_stage_configure_ib_ports and the Node is Marked DEAD/dead (Doc ID 2373084.1)

Symptoms

 On Oracle Private Cloud Appliance, all supported releases, when attempting to reprovision a compute node using a command such as :

# pca-admin reprovision compute-node ovcacn34r1

The reprovisioning fails with the following error sequence :
