Gnome-control-center Reporting Error '/lib64/libgsttag-1.0.so.0: undefined symbol: gst_element_class_add_static_pad_template' (Doc ID 2395147.1)

Goal

Resolve the errors reported in the /var/log/messages file and/or in the terminal when trying to run the gnome-control-center as well as other gnome utilities (settings, etc) via graphical user mode.

Errors encountered are the following:

[root@hostname]# gnome-control-center
gnome-control-center: symbol lookup error: /lib64/libgsttag-1.0.so.0: undefined symbol: gst_element_class_add_static_pad_template

Under /var/log/messages:

The library itself, libgsttag-1.0.so.0, points back to the package gstreamer1-plugins-base.

gstreamer1-plugins-base-1.10.4-1.el7.x86_64 : GStreamer streaming media framework base plugins

Matched from:
Filename : /lib64/libgsttag-1.0.so.0

But the issue is not with this package, so updating the above will still cause the issue to be encountered.
