Oracle Linux: VNC Server Issue After Upgrade to OL 7.4

Symptoms
Oracle Linux 7 has issues with VNC server not working as expected, after updating to Oracle Linux ( OL ) 7.4 server from previous releases.
The following issues may be observed:
Prior to the upgrade: VNC screen in OL7.3/2/1 with Tiger VNC Server 1.3
- Background with colours, more resolution and Menus are visible.
After the upgrade: On OL7.4 with Tiger VNC Server V1.8
-Gnome-shell starts in black desktop and without apps. It has less resolution without menus.
Also systemctl status on OL7.4 or higher may show the following errors:
Changes
VNC server was already installed and working on the server.
The server was updated from previous versions of OL7.4.
