Oracle VM 3.4.6 Crashes during Boot with " [VT-D]dmar.c:544: Non-existent device (0000:80:16.0) is reported in this DRHD's scope!" (Doc ID 2484300.1)

Symptoms

The following error might occur after upgrading to Oracle VM 3.4.6 or after upgrading xen to xen-4.4.4-196.0.1.el6.x86_64 or later


[VT-D]dmar.c:544: Non-existent device (0000:80:16.0) is reported in this DRHD's scope!
[VT-D]dmar.c:568: The DRHD is invalid due to there are devices under its scope are not PCI discoverable! Pls try option iommu=force or iommu=wokaround_bios_bug if you really want VT-d
Failed to parse ACPI DMAR. Disabling VT-d.

Panic on CPU 0:
x2APIC: already enabled by BIOS, but iommu_supports_eim failed
*********************************************


The issue has been observed on Oracle X7-8 and X8-8 servers, but others might be affected as well.

upgraded to xen-4.4.4-196.0.1.el6.x86_64
