Oracle VM: Linux VM Sees Max Memory Available Instead of Memory Allocated to VM (Doc ID 2513013.1)

Symptoms

When the max memory allocated to the VM is more than the memory allocated, the /proc/meminfo shows the max memory instead of the allocated memory. 

# cat /proc/meminfo
MemTotal: 65807972 kB <<<<<

 VM's vm.cfg :

.........
boot = 'c'
memory = 32768 <<<<<<<<<<<<<<<<<<<<<
maxmem = 65536 <<<<<<<<<<<<<<<<<<<<<
