Oracle VM: Linux VM Sees Max Memory Available Instead of Memory Allocated to VM

Symptoms
When the max memory allocated to the VM is more than the memory allocated, the /proc/meminfo shows the max memory instead of the allocated memory.
# cat /proc/meminfo

VM's vm.cfg :

memory = 32768 <<<<<<<<<<<<<<<<<<<<<
