Restart VM On Oracle VM Server Fail Due to Lock

Symptoms
A VM was hanging or running very slowly so it was restarted using VM operating system reboot.
Because the VM don't reboot, a restart was issued using Oracle VM Manager interface. This operation result in a lock as view in AdminServer.log:
[2019-05-29 13:24:50 11261] ERROR (service:97) catch_error: Lock file /var/run/ovs-agent/vm-list.lock failed: timeout occurred.
