Exadata Server Faills to Boot With Console Error: "Started Crash recovery kernel arming." (Doc ID 2644483.1)

Symptoms

An Exadata System running Oracle Linux 7 repeatedly failed to boot after a RAID Controller replacement with the following errors logged to the console:

FAILED [0m] Failed to start Wait for Network to be Configured.

See 'systemctl status systemd-networkd-wait-online.service' for details.

 [32m OK [0m] Reached target Network is Online.

  Starting Crash recovery kernel arming...

 [32m OK [0m] Started Crash recovery kernel arming.


The RAID Controller had been replaced, but the raid array was running in a degraded state as one of the disks had been pulled after failure, and was awaiting replacement.
