[PCA 2.x] MySql Lock Issues On The Active Management Node when Backup Management Node is Rebooted (Doc ID 2662311.1)

Symptoms

When all services are running on the primary management node (MN) and the backup management node is rebooted, when the backup MN comes back up it acquires the MySql lock and Mysql stop running on the primary MN.
