Symptoms

Reject incoming connections while tearing * down an existing one, find the RDS connections that are in limbo state, affected RDS connections have Flgs value '----'.

See lane 0 successfully establishing the connection.

There is no drop of connection on lane 6 afrter 18th Oct 19.25.

The cell still think connection is valid(as of 28th Oct).

It got a 'send completion error' on 28th Oct. This is when cell realizes that the connection is gone
