Yum Fails with Error "Invalid file descriptor" for all Repositories (Doc ID 2691238.1)

Symptoms

When performing yum operations in Oracle Linux 7, [Errno 14] curl#XXX - "Invalid file descriptor" is output for all repositories:

# yum repolist
Loaded plugins: langpacks, priorities, ulninfo, versionlock
https://yum.oracle.com/repo/OracleLinux/OL7/latest/x86_64/repodata/repomd.xml: [Errno 14] curl#60 - "Invalid file descriptor"
