[PCA 2.x] Import ISO or OVA Through HTTPS Fails With 'PYCURL ERROR 22 - "The requested URL returned error: 403"'

Symptoms
On Oracle Private Cloud Appliance, it may fail when attempting to import an ISO image or a Virtual Appliance from an HTTPS website.
And the following error can be found in AdminServer log on primary Manangement Node:
JobFailureException: OVMAPI_5001E Job: 1593369493500/Import Virtual Appliance to Repository: ovcacn08r1-localfsrepo. URL: https://?uname?:?pwd?@<WEBSITE>:12345/../getfile/Import Virtual Appliance to Repository: ovcacn08r1-localfsrepo. URL: https://?uname?:?pwd?@<WEBSITE>:12345/../getfile, failed. Job Failure Event: 1593369494982/Server Async Command Failed/OVMEVT_00C014D_001 Async command failed on server: ovcacn08r1. Object: getfile?entId=XXXXXXXXXXXXX&revNum=0.1&fePath=mytest.ova, PID: 23996,
Server error: [Errno 14] PYCURL ERROR 22 - "The requested URL returned error: 403"
Similar error can also be observed on Compute Node's /var/log/ovs-agent.log file.
Also, when this happened, the following message shows up in /var/log/tinyproxy/tinyproxy.log on primary Management Node.
