Oracle VM: DevController - Still Waiting to Write Device Entries (Doc ID 2785638.1)

Symptoms

Each Virtual Machine takes a long time to start.
The following messages can be observed in xend.log:

[2000-01-01 00:01:21 2349] DEBUG (DevController:100) DevController: still waiting to write device entries.
[2000-01-01 00:01:33 2349] DEBUG (DevController:100) DevController: still waiting to write device entries.
[2000-01-01 00:01:45 2349] DEBUG (DevController:100) DevController: still waiting to write device entries.
[2000-01-01 00:01:57 2349] DEBUG (DevController:100) DevController: still waiting to write device entries.
[2000-01-01 00:02:09 2349] DEBUG (DevController:100) DevController: still waiting to write device entries.

In the example above, it took ~1 minute to write 1 single device in the xenstore.
In a VM with 20 devices, the Virtual Machine can take 20 minutes to start.
