Oracle Linux: Server Rebooted With Error "Kernel panic - not syncing: hung_task: blocked tasks" (Doc ID 2846167.1)

Symptoms

System was stuck at BTRFS rename operation. If the hung_task_panic was set it would reboot after dumping vmcore.
It causes a 3 way deadlock A->B, B->C, C->A involving 3 kernel tasks.
