Oracle Linux: Azure VM Running on Oracle Linux 8 Unable to Boot After dnf update (Doc ID 2902868.1)

Symptoms

An Azure VM does not come up after performing a dnf update on OL8.6 instance. It goes for a reboot loop after reaching the grub menu and does not show any error.

If the grub2* package update is skipped and everything else is updated, the VM reboot happens without any issue.
