Symptoms

Freshly created OL8.6 VM in Azure cloud environment boots fast without any delays. But after that, if new/old version of kernel is installed, the booting process takes time when booted with these newly installed kernels. The delay is observed when systemd-udev tries to scan the sda and sdb devices.
