OCNE: Pods Using Persistent Volume Block Storage In ContainerCreating Error State In OCI Environment

Symptoms
In Oracle Cloud Infrastructure (OCI), issues are noticed when pods use persistent volume block storage created using OCNE oci-ccm module in OCNE environment.
Steps in https://docs.oracle.com/en/operating-systems/olcne/1.5/storage/oci.html#oci documentation have been followed to created block storage. Persistent block storage volume gets created successfully. However when we start pods which use created persistent volume, pods stay in ContainerCreating error state. Below is the error noticed in container logs at the time of the issue.
