Symptoms

The following error is seen when attempting to take Serial Console for the VM:

Unable to connect to the graphic server C: \Users\Admin \Downloads\console(x).vv
Unable to connect to 10.aa.xx.yy:5900: No connection could be made because the target machine actively refused it.
