Windows Server 2019 VM could paused for a long time(ex. over 1min) after finishing its live-migrating.

In case a small script below is running on windows power shell on the Windows Server 2019 VM during its live-migration:

> while (1) { sleep 1; date; }

the time-skip could be observed over 1min.
