Symptoms

When deploying a Virtual Machine from a user-made Oracle Linux 8 Template OLVM, cloud-init fails to set up the VM IP Address.
Importing the official OL8 template available at https://yum.oracle.com and deploying a Virtual Machine from the template has no such issues.
