OLVM: Unable to Start a VM Due to Error "The host did not satisfy internal filter CPU because it has an insufficient amount of CPU cores to run the VM" (Doc ID 3014806.1)

Symptoms

Starting a VM reports the below error.

"Failed to run VM <vm-name> due to a failed validation: [Cannot run VM. There is no host that satisfies current scheduling constraints. 
 See below for details: The host <KVM-hostname> did not satisfy internal filter CPU because it has an insufficient amount of CPU cores to run the VM."

Changes

 Newly created VM or after changing CPU assignment of an existing VM.
