How to re-establish Oracle VM Manager after inadvertent removal (Doc ID 734817.1)

Goal

You have established a number of VM Servers, pool(s), and guests using VM Manager. You then inadvertently removed VM manager, and have no backup.

You then re-install VM Manager, but it has no knowledge of server pools, servers, or guests. You want VM Manager to be able to manage those resources. Attempting to attach a server that was previously attached gets  "Cannot connect to the server agent". Other servers can be added in VM Manager, just not the ones there prior to the re-install.
