Locked User Profiles Can Be Selected when Sending a Notification Using the 'Notification' Button which Is Available on Many Pages

When searching for a Recipient (User) to whom you want to send a Notification via the 'Notification' button which is available on many pages, all User Profiles that exist in the database are displayed in the 'Recipient Search Results' page, no matter if the User Profiles are locked or not (navigation: PeopleTools, Security, User Profiles, User Profiles).
Users with a locked User Profile could be anyone that is in short term/long term leave for whom we want to keep the User Profile for when they will come back to work.
