E-IB: Same PUBSUB Domain Seen Multiple Times on the Domain Status Page

Symptoms
When Purge Domain Status is clicked and the Refresh on the Domain status page within the Service Operation Monitors Administration component, it shows multiple rows for each domain that as PUBSUB services.
The number of rows corresponded to the number of Dispatchers.
For example, using just the default PUBSUB services, there are three dispatchers - BRK, PUB and SUB. Given that there were three dispatchers, then three rows (all duplicates) would show up for the domain.
The expected behavior is to see one row for each domain.
