Requisite Not Met Error When Requisite has a Condition of Academic Program or Plan (Doc ID 1068380.1)

Symptoms

Enrollment Request does not allow enrollment into a course where an Academic Program and/or Plan is a requisite and the student meets the requirement.  The Enrollment engine returns a "Requisites Not Met" error message.

If there is a Reserve Capacity for a particular Program, which is enforced by an Enrollment Requirement Group, the enrollment request returns a "reserved seat requirement not met" error.

Students active in the Program/Plan associated with the Enrollment Requirement Group should be allowed to enroll in the class.

The issue can be reproduced at will with the following steps:
1. Create an Enrollment Requirement Group that requires students to be active in a specific primary academic plan.
2. Attach this requisite to a class via the Class Association component.
3. Matriculate and term activate a student into the plan.
4. Attempt an enrollment request. Notice the error returned by the Enrollment Engine.

Because of this, the institution is unable to enforce academic plan requirements systematically.

Changes

Functional changes delivered in CS 9 Bundle #16 require a new setup - Define Requisite Prog Status.
